Can you link to a specific item in a Carousel?

At this time this isn't possible.

There is Javascript for this exists at a lower level, but there is no way to build the required links within RapidWeaver so we don't expose the feature.

Some people have hacked the Javascript in order to build the correct links. However, please don't ask us to hack, we just can't.
